Footpath blocked by foliage

Sent to North Northamptonshire Council less than a minute later. ref: 9754631.
Tree was partially removed due to subsidence, and now the bottom is sprouting everywhere. We can no longer use the path to cross the road (and I have cancer in my bones so need a level/safe surface to walk on). Also the car paintwork is getting shredded every time we pull up outside the house. The stump needs grinding out and removing properly as mentioned by the men who removed the tree originally.
