Large overgrown chestnut tree

There is a large chestnut tree growing at the back of my property (8 Acremead) which is dangerously overgrown. The tree sits on a strip of boundary land that sits in-between my property line and the field on the far side of the stream. People have previously come out and assessed the tree, but this has not happened in many years. I do not know who owns or manages the small strip of land that the tree sits on.
