Wooden barrier along roadside rotten away, sharp metal exposed

Ideally entire length needs to be assessed as repairs/replacement needs to be made as the wooden barrier is rotten and has broken away. Barrier has dropped and metal clasps with sharp edges have become exposed and nails exposed. Issue has been getting worse for a year or so but worried for an injury to occur. Scout/Cubs children walk along this edge most evenings of the week and play on the grass beside it.
