Overhanging vegetation and debris on footpath

Sent to North Northamptonshire Council less than a minute later. ref: 9625297.

The available footpath area on this stretch of pavement is reduced by about half due to weeds, litter and overhanging vegetation which pushes pedestrians to the edge of this busy road. Last year the area was sprayed with weed killer but no attempt has been made to clear the dead vegetation which increases every year and reduces the useable area of the footpath. I have used secateurs to remove briars at eye level when passing but I have my own hedge to maintain. Is it possible to use a spade or a cleaning machine with brushes to clear the surface?
