Hedge COMPLETELY obstructing street light

I have reported this before and the owner trimmer slightly but as you can see pretty much zero light is reaching the pavement as it is completely obstructed by the hedge. With the uneven pavements, sometimes people parking slightly on pavement and dogs mess you take a lot of risks walking down here at night.

If the owner will not sort this out properly the street light should be moved to the other side of the road where there is no 20ft hedge.
