Faulty traffic signals

Re my previous report 9409908 - I was in the Premier Inn car park again today & the green light phase still occurs when no vehicles are moving anywhere in the whole car park. Even though it's only a short green time period, what must be literally many hundreds of vehicles per day on the other 3 legs are having to brake, stop & accelerate away again unnecessarily. Are the adjacent trees (moving in the wind) causing the sensor to mistakenly think vehicles are moving towards the exit? If so, can't a shield be placed on the side of the detector to prevent that?
