Traffic lights causing safety issue

These signals (and the new puffin crossing located further northeast that aren't plotted on this map) are causing a safety issue. As they are on and seemingly cycle through on a time-based basis (rather than being triggered by loops or PIR) they are often stopping cars on the A427 for no reason. The crossing is not functional, and the signals outside the old Steel Works are operating 24/7 even when the site is locked up. I have seen multiple cars running the red lights here out of frustration. Would it not make more sense to turn these signals off until the site is operational? You would also save on electricity costs.

What3words for the signals outside the development site is ///paying.slide.bridge These cycle through red/green even though the development access is gated and locked up. Why have the traffic signals on at all? If they have to be on, at least have a loop or sensor so that they aren't needlessly stopping traffic on the A427.
The new puffin crossing (not showing on Streetview etc because so new) is similar. Why have the signals on when no peds are crossing? The development is closed.
