Very very overgrown bushes

The bushes from white friars have been allowed to grow through their fence and beyond their boundary taking over the footpath. The bushes have thorns.on their branches, which have scratched children's faces. The bushes and branches have taken over so much of the path that you can't walk with a child by your side. This is a safeguarding issue. I know someone who has asked them a while ago to cut them back and nothing has been done.
