Missing fence panel and slabs missing

Sent to North Northamptonshire Council less than a minute later. ref: 9115819.
Hazardous condition of the public right of way extending from Wellington Road to the end of the alleyway. The path is currently in a state of significant disrepair, specifically:
Several paving slabs are missing, creating a trip hazard.
A residential fence panel is missing and leaning precariously over the path. Could the resident be contacted to secure this boundary before it collapses and blocks access.
An adjacent outbuilding appears to be structurally failing and poses a potential danger to the public.
Excessive overgrown vegetation along the entire length of the path is further restricted access.
I would appreciate it if the council could inspect the site and take the necessary enforcement and repair actions.

Investigation: Completed (Defect Found), Defect Repair: Not Started - We can confirm that works have been instructed to remove the paving slabs from this location, these are to be completed within 6 months.
The natural surface path is suitable for access, and the limited vegetation is not causing a obstruction to the passage of users. The building is set back away from the footpath and is not causing a issue with the footpath, it is not visibly showing sings of leaning or falling into the footpath, this is on private land and as such is the landowners responsibility to maintain.
There is no requirement for the homeowner to install fencing to close gaps in their boundary fence line, that is a private matter.
