Bins left on streer and/or road

Sent to North Northamptonshire Council less than a minute later. ref: 9039450.

No 185 NEVER take in their bins. They often are not emptied due to being overflowing or the recycling bin being used for non recyclables. They are often blocking the path making it difficult for wheelchairs to pass or pushed into the road to 'reserve' parking space. Despite reminder stickers put on bins by refuse collectors to take in bins asap, this is still being ignored.
