Parking unsafely

People parking here everyday for as long as I remember which I believe to be against the Highway Code. Cars constantly blocking the dropped kurb for crossing, opposite a junction , within 10m of another junction and also making it unsafe for vehicles entering and exiting the lay by. I don’t know how there hasn’t been an accident here yet, I think it needs double yellows just to remind people rules of the road.
