Laurel encroaching by about 18 ins onto footpath

The owner continues to allow the laurel to get out of control and has not been trimmed back to his boundary line. Photo 1 you can see where the boundary line is near the cable t.v. box and how far the laurel extends. The 2nd photo shows how the footpath narrows. The footpath is becoming increasingly difficult for wheelchair users and those who need to walk side by side for support to use this footpath, without having to walk on the muddy grass verge. On another note it is detrimental to the view at the junction which can at times be hazardous with those that don't stop at the sign and are going that fast they just drive across the junction (accident waiting to happen). The shrubs at the front of the property are kept to boundary line, they just need to sort the laurel.
