For some years now water has been running across the footpath from Northampton Road (near Sainsbury's) to Moreton Avenue, obviously more in autumn and winter. This is usually of no consequence but in the cold weather after the New Year it froze to a thickness of more than an inch in places and made the path impassable for a length of about 20 yards. I've never seen this before in previous cold spells. Some public-spirited individuals later cleared the ice with shovels.
After last week's rain, such was the amount of water running off the land on the east side of the path that it ran down to the dip and collected there to a depth of three inches. Again, if this had frozen it would have been a serious hazard.
I've been walking the path for more than 25 years but it's only since around the time Anglian Water built their pumping station (2012?) that it has been this notable. I reported it to them yesterday – they inspected today and rejected the report, saying there was no fault at the station. Nevertheless, it has had some effect on ground water levels and that water is now running across the path.

There is a path between Sainsbury's on Northampton Road Wellingborough, and Moreton Avenue. The land is owned by Hampton Brook, and the path is council owned.
It looks like someone has cut back the growth on both sides of the path, and I don't think that was done by the land owner (Hampton Brook), or Wellingborough Council. So was that North Northamptonshire Council? If so, was that done as preparation for further work on the path?
The reason for asking is that the path gets treacherous in freezing temperatures during to water constantly flowing across, so perhaps something can be done at the same time to stop the path being constantly wet, which then turns into layers of ice when it is cold?
