Hedge massively overhanging footpath

A hedge has been allowed to overgrow part of the footpath on Ebbw Vale Road. It is only possible to walk single file along the footpath adjacent to the whole property boundary on what is a busy section of road where cars can actually mount the pavement due to cars parked on the opposite side and drivers forcing their way through. I have been forced into hedge several times, most recently on Christmas Day.
