Drains blocked/not fit for purpose

Water running under road and houses as cannot flow down broken/blocked drainage system, Drainage under the road in Shotley is either blocked or not fit for purpose. This is issue is ongoing and has caused problems for some time (several years). The drains overflow and create a river down the road but also water can be heard gushing under ground not through the inadequate pipe network which is either totally blocked or not fit for purpose.
