Tree stump left to cause damage

This tree stump has appeared over the school holidays and has been purposely put there to cause damage and prevent mums and dad parking there when picking up children. The resident that has done it also likes to leave 2 cars out on the road to be a nuisance. The residents along this street are very petty and immature
