Damage to road surface and water running onto road

I am sending the following on behalf of Mrs Eileen Wilmin of Grendon who lives in Chequers Lane.

Please can you advise me on who to speak to about the condition of the road surface in Chequers lane. I email the grendon parish clerk about it and was told that it was nothing to do with parish council, they only deal with things that they own, to report it to fixmystreet.com which I tried not sure how successful as it kept saying it didn't recognise the post code A hump has appeared in the road outside my house no 23 also in places water is seeping through the tarmac, by the gate of no. 25 running water has been for a very long time and in the road by no.29 water is running down the road as if the tap is on. Anglia Water have been out numerous times testing the water putting monitors on pipes, but they say it's nothing to do with them
