Tree is over grown

Good Afternoon
I have reported this tree before but have no positive action either with regards to the council or ever had any information with regards to the (as was then) land owner.
This tree causes damage to our buildings and decking areas - it simply gets wet after rain and will not dry out (unless there are extended periods of very hot weather) and combined with birds leaving their mess every day, it just destroys anything under this area as previously reported - I am spending money trying to combat this but it's getting out of hand. In fact the whole area is a mess here - it use to be maintained and cut at least but now it's just being left.
The tree, I can have cut but this is not my responsibility - it is either the councils or the land owners. Can you please reinvestigate and if this still does not fall under your jurisdiction, please advise details of who I need to contact to have this matter resolved.
I cant just cut half the tree off - it'll look stupid and most likely be unsafe.

Issue is still not resolved and zero communication has been given. Surely, now all the leaves have fallen, this is the ideal time to deal with this matter?

Unfortunately not even any communication or anything with regards to this from anyone. This would be the best time to deal with this whilst there are no leaves present.
