I am writing to follow up on a query originally sent by my colleague regarding current groundworks occurring along Public Right of Way GC2 in Braybrooke. To date, we have not received a substantive response and would therefore be grateful if you could confirm: • Whether written permission has been granted to lay terram and stone along this stretch of the public right of way. • Whether the landowner has formally applied for or received any authorisation for these works. • What action, if any, the council has taken in respect of these works, which — from the evidence of visible ground disturbance — appear to be ongoing. • Whether this activity is part of broader infrastructure or enabling works (e.g., bridge access over the railway).
We are concerned there has been no public notice or signage on site, and from our understanding it is a criminal offence to carry out work on a public right of way without the express written consent of the local highway authority.
We have received an earlier redirect from Shivang Patel, Highways Liaison Engineer, which unfortunately gives the impression of delay tactics rather than a full resolution. We are keen to ensure any outstanding permissions are clarified and the work completed—or halted—promptly before any further action is needed.
Could you please clarify: • Whether any permissions have been issued, • Whether investigations are underway, • Whether enforcement may be forthcoming, and • What the anticipated timetable is for resolution.

Investigation: Completed (Reported to another department within NNC) - We have inspected this location and found at this time the access is suitable, we have noted the change in surface conditions and the availability of a natural surface to the sides of the track for this footpath. We cannot comment on any planning application which is dealt with by planning at NNC, however we will make them aware of this enquiry.
