Very Large Overgrown Tree Causing Danger to Life, Electric Lines and Cars on Highway

The private tree with a TPO is incredibly overgrown and has not been touched in years. Its growth is in all of the electrical wires that sit above the main pathway by the road - this could lead to a fire and could be detrimental to those living in close proximity to the tree. The tree is so overgrown and overhanging/reaching council land/path way that you psychically cannot see oncoming traffic when leaving the junction at Well Spring Close, especially when cars are parked alongside the road. Your car is having to be physically in the middle of the road to see if the road is clear, as the photos show - because the tree is blocking the view.
Many of residents in this street have young children and having to pull halfway into a road to see oncoming traffic is incredibly dangerous and those who wish to do nothing about it should be held accountable. There has been so many near misses for cars and pedestrians crossing the road - what is even more scary is that this road is a main A road and there is lots of large vehicles that travel down this road, and at speed.
The overgrowth is also all over the main entrance of Well Spring Close, damaging larger cars and vans as they enter the street.
It is incredibly scary that our council allows this type of thing to happen - please get this resolved as soon as possible. We understand the tree is on private land but the council placed a TPO on it and the owners do not wish to act when neighbours are pleading for safety for themselves and their children. Please come and remove the overhanging growth to prevent any dangerous and potential accidents.

Looking for an update for this- very dangers for cars- blind turn- tree is blocking the view to see oncoming cars, residents growing more and more concerned. Looking for an undated to the next steps that will be taken- and if/when the work will be getting carried out.
