Tree Survey indicated dead trees at risk of falling

Sent to North Northamptonshire Council less than a minute later. ref: 7911934.

I previously reported this problem under FixMyStreet ref: 7278977 which you have replied to stating that the Community Steward does not class this as a problem. We had a professional tree survey conducted and the findings were "Large amount of dead Elm within falling distance to playing field and properties. Encourage land owner to undertake tree survey as part of their duty of care.

Who will be liable should they fall on the road or on to the children's play area situated directly behind the trees on The Crescent, Chelston Rise causing injury or damage?
