Pavement now completely blocked by shrubs

Vegetation adjacent to 2 Sissinghurst Drive along Conway Drive is overgrown and now completely blocks the pavement. This has been the case for some time - but the issue is now compounded because a car is parked on the grass verge/edge of pavement meaning that it's difficult to walk round.
