Beginning to get difficult to walk on the pathway due to over grown weeds and plants

Sent to North Northamptonshire Council less than a minute later. ref: 7771221.

Pathway is getting blocked by overgrown weeds and plants. I am not sure if this is council owned or over grown from a private property.
