Public area fenced off

This is a public grass verge but recently it has been fenced off and alarmed. Not sure how long for, a few weeks I think. Noticed it walking dogs who set the alarm off. It is on Shire Road, near to Stour Road. It doesn’t seem to be fenced off officially, i.e. some council work or repairs. It seems like it has been fenced off by the adjoining private residence.
