Highways have claimed that it is not their problem when it clearly is as it lies wholly outside the long established boundary of the neighbouring property. To the best of my knowledge the hedge was planted at the behest of Corby Council in the early 1980's when they received a substantial sum of money from the EU for enhancement of the town after the closure of the steelworks.
