Blocked pipe on roadside which dispenses into Kinewell Lake

On the south side of Station Rd, Ringstead, there is an underground pipe which takes the water from a ditch and moves the water to the north side of Station Rd via an underground pipe. The water then should run via a pipe into Kinewell Lake. This pipe is blocked thus causing flooding as per attached picture shows. We think the problem is tree roots blocking the pipe.
