Pothole / verge flooding

Water from the field/verge is running into the road and causing a pole hole which has been fixed once already. the pressure from the water has just removed the tarmac again. The ditch isn’t draining from the road so when it rains heavily it just flows down the road approx a foot or two into the road. and when it’s icy it’s freezing.
