On the pavement next to the side of our house there is a covered hole in the pavement, covered with a large slab of tarmac which is removable. We have no idea what it is, but inside is a solid brick built hole which has approximately an 8ft drop. Its adjacent to our cellar wall and seems to be causing us a damp issue in the cellar. Have no idea what the purpose of the hole is and wondered if it could be covered or removed.
