Grass verges from car driving

Person driving over a drive and parking on the grass verge. this is causing mud over driveway and holes and wet sloppy mud on the verges. this is ongoing and while we are having rain it is ruining the verge. the driveway is not my property but has been paid for. can not stop this as been informed cannot put anything on edge of dropped kerb due to a hazard. the verges are a hazard as the holes are now deep. ease advise and hopefully can address this
