Brambles overgrowing public path

Sent to North Northamptonshire Council less than a minute later. ref: 6440420.

I previously reported this on Fix My Street and the council closed the report stating that it is not there responsibility.

I've then reported this to Network Rail (whose land I believe the brambles are growing over from) and they are also denying responsibility. Please see attached.

The brambles are now overgrown to the point they are touching the floor and obscuring the footpath. I cut my hand on them this morning putting the bins out. Can the Council, Network Rail and, if necessary, the Housing Association who are the freeholders of Shire Close please correspond to agree who's responsibility this is and rectify it as a matter of urgency please as it is presenting a danger to the public. Thank you.
