Tree keeps dropping branches when windy and the roots have been found in my garden

Sent to North Northamptonshire Council less than a minute later. ref: 6439547.

This tree has not been cut back since way before 2012 I reported it in 2012 and no one has ever cut it back. There has been many large branches that have fallen on to the footpath which I end up taking to the tip. The tree roots are in my front garden. Please can the tree be cut back it is far too big and stops the light into my property.
