Why is Northants fire & rescue not calling the Emergency number for highways defects if it’s so urgent ?

Hi someone called Craig Blacha sent a message saying why don't we ring the emergency number when reporting faults? Please be aware you need to supervise your works and make sure you do a proper job when tampering with roads near fire hydrants we have tried ringing your so-called emergency number and get no response. We need an audit trail so when there is no water at a fire we can prove who damaged the hydrant. Thanks
