Just started trailing a car charging cable causing trip hazard as wheelie bins also left on street

Nothing has been done about this hazard after many reports.may encourage the rest of the street to leave there bins on pavement as council seem to think this is acceptable.council advised me to get insurance in case i tripped over the cable!

Vehicle obstruction offences are dealt with by Northamptonshire Police for highway offences such as: Wilful obstruction of the highway or unnecessary obstruction of the highway.
