Footpath blocked bins not removed after collections

Sent to North Northamptonshire Council less than a minute later. ref: 4564857.

FOOTPATH BLOCKED, 3 Wheelie bins that are left on the footpath and not removed onto the owners property between collection days. This is unacceptable thousands of local residents are capable of returning their bins to their own property after they are emptied, why does this person regard themselves as exempt. This has been previously reported but no action seems to have been taken
