Unmaintained trees beside public footpath growing through overhead cables

Large trees belonging to Brook Paddock, High Street, Rushton, have been unmanaged for several years and are immediately beside the signed public footpath. Branches are growing directly through and around multiple overhead cables, as shown in the photographs.
The property has been empty for a prolonged period. Those responsible for the property have previously been asked to maintain the trees, but effective work has not been carried out.
Please inspect this as a public-right-of-way and safety concern, determine whether the passage or overhead infrastructure is at risk, and require the landowner or responsible utility provider to complete the necessary work. Please do not simply refer the matter back to the property representatives, as they are already aware.
There is also a current tree-works application relating to Brook Paddock, reference 26/01738/TCA, which may be relevant.

Investigation: Completed (Highways to Monitor, Routine Inspection Programme) - North Northamptonshire Highways only undertake vegetation clearance where it is directly affecting the safe use of the highway or public right of way. The vegetation at this location is not currently impacting users of the footpath.
